It is a good job these are only designed for testing not for day-to-day
use!

The headers are not meant to be missing, a tooling change stopped these
working.  In theory the issue is fixed in the tools and new ones will
be built correctly.  Those which were pointed out as borked have been
requeued and should pop out in the fullness of time.
