[SRU precise/linux-lts-trusty] LP#1345059: hyper-v cloud tools missing in linux-lts-trusty

We have always elided the cloud tools such as hv_kvp_daemon from the
linux-lts-* kernels as there is seemingly no value to having a hardware
enablement kernel in a cloud image, as there is no new h/w to enable.
Sadly for Hyper-V the hypervisor capabilities are moving so very fast we
need to either backport support for those features to the primary kernel
in the LTS or make use of these HWE kernels. The official recommendation
is to install the latest lts-trusy kernel and tools. For this to work
we need to enable the linux-cloud-tools-lts-* packages in this build.
Following this email are three patches, the first for linux-lts-trusty
which enabled basic cloud tools generation, and the remainder for
linux-meta-lts-trusty which add the appropriate meta packages.
Note that as this is the first LTS kernel which has had a cloud
split I have added Recommends: linux-cloud-tools-lts-trusty to
linu-tools-lts-trusty, to simplify tools installations for those upgrading.
These are applied to kernels/meta-packages in ppa:~apw/hyperv.
Proposing for SRU to precise/linux-lts-trusty.
