[SRU Lucid, Precise, Trusty, Utopic] LP#1335478: IBM Domino 'bindsock' cannot bind to ports <1024

We have a repeat of the bindsock issues we saw previously tickled by IBM
Domino and others.  Essentially the standard does not clearly define the
value of msg_namelen when msg_name is NULL.  If this is not initialise
(say is junk) then this randomly triggers EINVAL failurs from the recvmsg
and sendmsg system calls.  In this case breaking IBM Domino servers.

Following this email is an upstream cherry-pick which applies unmodified
all the way back to Lucid.

Proposing for SRU to Lucid, Precise, Trusty, and Utopic.  This fix is
already applied for Vivid.
