[SRU trusty][PATCH 0/1] LP#1318848 -- ppc64el headers will not build external modules

It seems that external modules cannot be built against the ppc64el headers
packages.  These fail lacking arch/powerpc/lib/*.o files.  We already
have machinary to include these in the packages for powerpc, switch this
to trigger on the build_arch so that they get installed on ppc64el as well.

Proposing for SRU to trusty.
