[PULL][Trusty/Utopic/Vivid] Disable CONFIG_IPMI_SI_PROBE_DEFAULTS on ARM

This is a fix for LP: #1388952.

For Utopic and VIvid, the fix is simply to change the Config setting
on armhf/arm64. For trusty, we also cherry-pick the patch that
introduced this config setting. See the launchpad bug for more
details.
