NAK: [Vivid][SRU][patch] drm/i915: remove intel_pipe_set_base() (v4)

This seems to touch common code in ways that make it hard to say there will not
be impact on other generations of i915. The only testing I see reported is on
the Broadwell. Unless there is some broader regression testing across a wider
range of hardware I am not really feeling comfortable with that kind of change.
