LP#1520427 -- drm/fbdev: Return -EBUSY when oopsing

As mentioned this fix does not cherry-pick back to vivid, so I am
including my backport of this for vivid for separate review.

Joe, if the original reporter in the bug is able to test on vivid as
well then it would be good to get a test kernel out for that and report
back here on the results with this patch.  Thanks.

Proposing for SRU to vivid, pending testing.
