[SRU vivid] LP#1470091 -- update Ubuntu Fan support

As per the discussions with the Tech Board[1], we wish to update the kernel
Ubuntu Fan support to fix some severe restrictions on how many Fan slices
we may have on each local address.  Following this email is a patch for
vivid bringing in this updated support.
