== SRU Justification ==
It was found that a kernel panic cannot be activated for an installation 
on a 32 bit Hyper-V VM.  This bug happens with Xenial and Yakkety.

This bug is fix by mainline commit a9f61ca793becabdefab03b77568d6c6f8c1bc79,
which landed in mainline as of 4.9-rc1.  Commit a9f61ca793 is a clean
cherry pick in Xenial and Yakkety.
