Xenial commit 5273bc2838bb37a20b73f4a90ada1fe61e93ee4e ('blk-mq: Always
schedule hctx->next_cpu') came in via v4.4.44. It normally would have
come in via stable for Yakkety as well except that upstream had already
EOL'd support for v4.8.x
