== SRU Justification ==
Impact: To boot an IBM Secure Service Container Appliance in an s390 LPAR. 
We need to be able to send the Open for Business (OFB) message to signal 
that the appliance is up and running.

This patch was already applied to Cosmic and unstable.  However, IBM is
also requesting it in Bionic.

== Fix ==
UBUNTU: [Config] CONFIG_SCLP_OFB=y for s390x

== Regression Potential ==
The option enables only a few pieces of architecture-specific code, so the potential impact is limited.
