[linux-aws-XBC] Speed up AWS hibernation

For linux-aws-[XBC] kernels only.

This Amazon-supplied patch improves hibernation performance and behavior
on AWS instances.  This has been smoke-tested and my backport has been
reviewed by the authoring team.

(Xenial needs one mainline cherry-pick prereq as well).
