[Bionic][SRU][PATCH 0/1] Fix for CVE-2018-18445

This patch fixes the emulatation of the 32-bit right shift operation
for 64-bit arithmetic by truncating the inputs for 32-bit ops to 32
bits before those arithmetic logic units instead.

This patch can be cherry-picked for both Bionic, which is the only
release that marked with needed on the U-C-T.
