[PATCH 0/9][B] Make /sys/class/net per net namespace objects belong to container

Nearly all patches are clean cherry picks from v4.19 to
bionic/master-next but there was one that required very minor patch context
changes. I've performed a build and tested the resulting kernel. Testing was
successful and I verified that libvirt could create and configure its default
bridge.
