[PATCH 0/2][SRU][Disco] shiftfs fixes

The following patches are a couple of fixes for shiftfs, really one fix
and one config/packaging change. The first patch fixes a bug with chown
where the lower fs owner is being set using untranslated user and group
ids. The second patch changes shiftfs to be built as a module, as there
is no need for it to be built-in.
