Fix a performance regression that affects 5.0 kernels

This is already accepted in Bionic/gke-5.0. As it affects all 5.0 -> 5.3 kernels, it was deemed worthy of applying to Disco and Eoan.

Boot-tested by myself (on Bionic/gke-5.0). Fix-tested by our SEG team and the cloud provider (also on Bionic/gke-5.0) with positive results.
