Eoan kernel freeze is now in effect

As per the Eoan release schedule [1], the kernel freeze is now in
effect. I'll be going through all patches already submitted, and any
patches for Eoan from here on out will be subject to SRU policy [2] and
likely deferred to a post-release update.
