[SRU xenial:linux] LP: #1861284 -- signed wireguard.ko support

In conversations with the upstream maintainer it is clear the xenial:linux
install base is significant.  In line with making wireguard easy to use
in our LTS kernels below are pull-requests for the main kernel and meta
packages to add signed wireguard.ko for the xenial:linux kernel.

These bring pull-requests bring identicle support to that expressed
in bionic.  Though no attempt is made to switch zfs to this support.

Proposing for SRU to xenial:linux.
