[Impact]
ThunderX boards are more useful when they can boot.

[Fix]
Resolve a long-time regression in the ThunderX irqchip driver relating to the
return value of a single function.

[Test]
Installed a patched kernel onto seidel and it booted.

[Regression Potential]
Low, this only changes runtime behavior for ThunderX boards which are affected
by the ITS_FLAGS_WORKAROUND_CAVIUM_23144 erratum.
