sch_cake, tcp_bbr and linux-image-kvm/virtual

At present the Ubuntu 20.04 linux-image-kvm and linux-image-virtual
Ubuntu kernel packages don't include sch_cake and tcp_bbr. These two
technologies are key to reduce queueing [1] and improve bandwidth.

Are there any objections to enabling these key features to keep Ubuntu
optimally competitive?
