[SRU F][Patch 0/2] Add ODM driver build support (v2)

This is preparing for future cases where we have drivers which should be
kept in the primary kernel and also be only built there. The idea is that
any derivative or backport has to actively opt in to those even with the
cnofig options being turned on in the config.

v2: Automatically set the default for the kernel config based on the rule
    setting.
