SRU cycle 2022.01.03 extended through Jan-31

Due to regressions found with kernels released from the previous SRU cycle
affecting some amdgpu graphics [1] and AMD Secure Encrypted Virtualization (SEV)
[2], the start of the current cycle (2022.01.03) has been delayed and therefore
this cycle is going to be extended by a week with the following new schedule:

cycle: 03-Jan through 30-Jan (4 weeks)

          29-Dec   Last day for kernel commits for this cycle.
03-Jan - 07-Jan   Kernel prep week.
10-Jan - 28-Jan   Bug verification & Regression testing.
          31-Jan   Release to -updates.

The new schedule for the next SRU cycle is as follows:

cycle: 31-Jan through 20-Feb (3 weeks)

07-Feb - 18-Feb   Bug verification & Regression testing.
