LTP fork updated - 20220331

Hello folks,

I have finished testing the updated LTP fork, tip-testing branch, on
our Azure variants with sru-20220221 respins.
I think it's good to push it out now.

Update Note:
      * Update for upstream LTP release 20220121 (b0561ad8d)
      * Pull in more commits for waitid10 failure (lp:1966380)

You may see some new failures (and RT hint entries) with this update:
