stress-ng fork updated to V0.16.05

Hello folks,

I have our stress-ng fork updated to V0.16.05.

This version has been tested on our bare-metal / openstack pool with
all available architectures / kernels in s20230807 cycle.

This update is mainly consisted of code refactoring, bug fixes and
man page updates.  Added some 6.5/early 6.6 kernel features:

exercise fchmodat2()
stress-prctl: exercise PR_RISCV_V_{GET|SET}_CONTROL + PR_GET_AUXV
stress-dev: exercise linux /dev/hid and /dev/acpi_thermal_rel ioctls()
stress-dev: add lseek + read on /dev/nvram
stress-enosys: add map_shadow_stack()
