[SRU][N][PATCH 0/8] Add some PSR2 quirks to avoid panel flickering issues

SRU verification:

[Impact]
There are some panel flickering problems in the Dell OEM project for
some panels. It's a regression happened between 6.8.0-35-generic and
6.8.0-38-generic.

For now, we apply the workaround patches to fix the bug.
In the meantime, we've reported the issue to Intel and are waiting for the fix.
Once the fix is available in the mainline kernel, we'll backport the fix into
this kernel and revert the workaround patches.

[Fix]
Apply workaround patches

[Test Plan]
Boot into the machines with flickering problems. 
The flickering graphic is gone after applying the workaround patches.

[Where problems could occur]
There might be a regression for these panels.
