[SRU Jammy][PATCH 0/1] Complete CVE-2023-6039 fixes

The initial submission was done in March and the first patch was applied
for the 2024.04.01 cycle ("timers: Replace BUG_ON()s"). But things were
just falling into some crack. I am re-submitting the missed portion now
so we have a reminder at least.
