 * Improve management of C-states in Granite Rapids Xeon (D) hardware.

 * Cherry-pick from upstream:
 370406bf5738 intel_idle: add Granite Rapids Xeon support
 f557e0d1c2e6 intel_idle: add Granite Rapids Xeon D support

 * Small backporting has to be done due to missing `intel_idle: Switch to new Intel CPU model defines`
 and `intel_idle: fix ACPI _CST matching for newer Xeon platforms` which included some fixes which were
 dropped.

[ Test Plan ]

 * Built and boot tested

[ Where problems could occur ]

 * Regression in performance in Granite Rapids Xeon.
