SRU Justification

[Impact]

* Microsoft requested MANA patches to enable TCP package size up to GSO_MAX_SIZE

[Fix]

* Clean cherry-picks of the following upstream patches:
* 27315836f4bc: "net: mana: Allow tso_max_size to go up-to GSO_MAX_SIZE"
* 685920920e3d: "hv_netvsc: Use VF's tso_max_size value when data path is VF"

[Test Plan]

* Compile tested
* Boot tested

[Regression potential]

* Changes are localized to MANA and Hyper-V. Possible regressions could result in unexpected behavior of MANA driver.
