stress-ng fork updated to V0.19.03

Hello folks,

I have our stress-ng fork updated to V0.19.03, the head is now 20e0f48cf0
("debian: update changelog").

This version has been tested on Metal / Openstack / Testflinger cloud with
all available kernels in s2025.07.14 cycle.
