This patch adds more Dell product families to the allowlist for enabling
RTL NIC PCIe ASPM. These new platforms have been verified to work
reliably with ASPM enabled.

The new product families are:
- Dell Pro Precision
- Dell Pro Essential
- Dell Pro Education
- XPS
