stress-ng fork updated to V0.19.06+

Hello folks,

I have our stress-ng fork updated to V0.19.06+, to pick up a fix for the
madvise test (commit 04687ff7e9),
the head is now f330d69077 ("test*: update copyright year to 2025").

This version has been tested on Openstack cloud with generic and lowlatency
kernels:
* X~F in s2025.10.13 cycle,
* J~Q in 2025.11.17 cycle.
* R in d2025.12.16 cycle.
