SRU Justification

[Impact]

* vhci-hcd and usbip-core modules are not available from Azure kernel, but are available in Generic

[Fix]

* Remove Azure specific CONFIG_USBIP_VHCI_HCD and CONFIG_USBIP_CORE config options

[Test Plan]

* Compile tested

[Regression potential]

* Possibly regression if Azure has disabled this config option due to incompatibility issues
