[Changes from v1 to v2]
Added previously missing lp buglink. I believe this patchset
fell through the cracks during the initial components release push.

[Impact]
Missing vdpau path in LD_LIBRARY_PATH and caught nvidia-user sentinel
file not changing after a refresh found during testing.

[Fix]
Add vdpau to LD_LIBRARY_PATH and snap revision to sentinel file.

[Test case]
Built and installed pc-kernel and nvidia-550-erd-user

[Where problems could occur]
Mangler is intended for use by mesa snap exclusively. Can break
functionality if incorrectly formatted. Sentinel file has no inherent
functionality and is very unlikely to break.
