[SRU][kernel-snaps-uc24.04/pc][PATCH v2 0/1] snapcraft.yaml: user -server libraries

-version bump user libraries and kernel
-fix bug not pulling respun packages

[Impact]
Found in testing to have been mixing standard and -server nvidia
libraries.

[Fix]
Use -server libraries for libnvidia-extra and xserver-xorg-video-nvidia

[Test case]
Rebuilt and booted.

[Where problems could occur]
Problems are unlikely to occur, as this change only affects package
choice during build.
