SRU Justification

[Impact]

* Microsoft indicated that "UBUNTU: SAUCE: clocksource: hyper-v: Use InvariantTSC and enable TSC page for a TDX VM without paravisor" can be removed since an equivalent patch (7f828d5fff7d: "clocksource: hyper-v: Use lapic timer in a TDX VM without paravisor") has been upstream as of 6.10

[Fix]

* 1 clean revert

[Test Plan]

* Compile tested

[Regression potential]

* Little regression potential as this gets us closer to upstream, is isolated, and is confirmed by Microsoft
