stress-ng fork updated to V0.19.00

Hello folks,

I have our stress-ng fork updated to V0.19.00, the head is now 2f84dac62d
("debian: update changelog").

This version has been tested on Openstack cloud with all available kernels
in 2025.05.19 cycle.
And B/X ESM kernel from s2025.04.14 cycle

The sigbus hang failure we found on Azure CVM instances [1] has been
addressed with this update.
