initramfs-tools 0.148 release

This release replaces the unmkinitramfs shell script with an
implementation in C.  This was done because the previous changes to
handle multiple uncompressed cpio archives securely made it unacceptably
slow.

The unmkinitramfs command is moved to a new initramfs-tools-bin package.
