[SRU][P][PATCH 2/6] drm/amd: Stop exporting amdgpu_device_ip_suspend() outside amdgpu_device

amdgpu_device_ip_suspend() doesn't have a caller outside of
amdgpu_device.c. Make it static.

No intended functional changes.
