linux-modules nls_utf8

Greetings!
I'm running a couple of noble VMs with linux-virtual metapackage for
kernel. Some of them use cifs.ko-mounted samba shares with UTF-8 in file
paths. Unfortunately, nls_utf8.ko is currently not included in non-extra
linux-modules-* packages, so some filenames look weird on client side.
I've already switched to linux-generic (with linux-modules-extra-*
dependency) and this works.
However, is it expected that non-extra modules provide nls_ucs2_utils.ko
and nls_iso8859-1.ko, but not nls_utf.ko (e.g. if it's considered extra
by packaging policy) or should I file a bug?
