stress-ng fork updated to V0.19.06

Hello folks,

I have our stress-ng fork updated to V0.19.06, the head is now 310c900f69
("Debian: update changelog").

This version has been tested on Openstack cloud with all generic kernels in
s2025.10.13 cycle.
