BugLink: https://bugs.launchpad.net/bugs/2126876

SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
These patches fix hardware counter query issues for non-representor devices in switchdev mode, correct congestion control counter queries for multi-port devices, and ensure proper vport loopback for MPV RoCE configurations.

[FIX]
Cherry-pick the following patches:

https://patch.msgid.link/d4298f5ebb2197459e9e7221c51ecd6a34699847.1750064969.git.leon@kernel.org

[TEST CASE]
Successfully compiled on linux-bluefield-6.8, master-next branch.

[Regression Potential]
Very low, as the series originates from upstream and has already been integrated into Jammy without reported issues.
