BugLink: https://bugs.launchpad.net/bugs/2126876

SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
These patches fix firmware page allocation NUMA issues, ECVF vport shutdown UAF, flow group error handling, Geneve TLV option memory leak, and RCU access violations.

[FIX]
Cherry-pick the following patches:

https://patch.msgid.link/1752675472-201445-4-git-send-email-tariqt@nvidia.com

[TEST CASE]
Successfully compiled on linux-bluefield-6.8, master-next branch.

[Regression Potential]
Very low, as the series originates from upstream and has already been integrated into Jammy without reported issues.
