SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
These patches fix VXLAN GBP tunnel header handling, MAC address initialization for default FDB, lock ordering in PTP reporter, and error handling for E-Switch vport enabling.

[TEST CASE]
Successfully compiled on linux-bluefield-6.8, master-next branch.
