BugLink: https://bugs.launchpad.net/bugs/2126876
SRU Justification:
[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
This patch prevents hw_counters from being exposed outside the init network namespace to avoid security issues.
[FIX]
Cherry-pick the following patches:
https://patch.msgid.link/20250227165420.3430301-1-roman.gushchin@linux.dev
[TEST CASE]
Successfully compiled on linux-bluefield-6.8, master-next branch.
[Regression Potential]
Very low, as the series originates from upstream and has already been integrated into Jammy without reported issues.
