SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
This patch prevents queue overflow by checking available slots before posting receive work requests to MAD queue pairs.

Successfully compiled on linux-bluefield-6.8, master-next branch.
