[SRU][N:linux-bluefield][PATCH v1 0/1] IB/cm: use rwlock for MAD agent lock

SRU Justification:

[IMPACT]
Introduce an upstream patch series that was previously integrated into linux-bluefield-5.15 (Ubuntu 22.04 Jammy) into linux-bluefield-6.8 (Ubuntu 24.04 Noble), in order to minimize the divergence between the two kernel versions.
This patch improves MAD agent lock performance by using rwlock instead of spinlock for better read-heavy workload handling.

Successfully compiled on linux-bluefield-6.8, master-next branch.
