SRU Justification

[Impact]

These modules are currently shipped in linux-modules-extra. They are useful in
virtual environments for allowing the host OS to detect crashed guests, so it
makes sense to ship them in linux-modules so that they will be included when
linux-virtual is installed.

[Test Plan]

* Compile and boot tested.

[Regression Potential]

* None. Modules were previously in linux-modules-extra package which is dependent
  on linux-modules (not includes the pvpanic modules). So, we don't end up with a
  configuration where pvpanic modules are not installed.
