BugLink: https://bugs.launchpad.net/bugs/2121550

SRU Justification:

[Impact]
The mlxbf_pmc BlueField platform driver in the Jammy and Noble repos
consists of one SAUCE patch. This patch needs to be replaced with the
corresponding upstream commits.

[Fix]
The fix is to revert the 1 SAUCE patch and replace with upstream commits
for the same functionality. Some backporting work is necessary to get
the upstream patches to run on Jammy.

[Test Case]
* Boot BF3 and verify no new errors with loading the driver.
* Test sysfs interface exposed by driver for programming various
  counters and events.

[Regression Potential]
Minimal because the changes have already been accepted and tested upstream.
