SRU Justification:

[ Impact ]

Unable to boot Questing images on several Qualcomm hardware platforms
without forcing the user to modify the default kernel command line
arguments (e.g. adding clk_ignore_unused and pd_ignore_unused).

Being able to boot unmodified images is also desired to support the ARM
SystemReady program.

[ Test Plan ]

Build tested on Q, boot tested on rb3gen2 and lemans-evk.

[ Where problems could occur ]

Options moved from module to built-in are also tested upstream as
built-in, via the upstream arm64 defconfig configuration, so low
probability of causing regressions.
