initramfs-tools 0.151 release

This release adds some minor features:
- 3cpio is used instead of cpio, if available
- post-update hooks can be installed in
  /usr/share/initramfs/post-update.d

Other changes:
- Fixed new shellcheck warnings
- Fixed various problems with the autopkgtests
